What does it mean to be notified on a rolling basis, in reference especially to college applications?

I really don’t know what that means. For example, Oct 1. was GSU’s date to notify of admission on a rolling basis.

rolling basis is that they accept applications through the year. they mean if they’ve received your application they’ll notify you on Oct 1st to say your accepted or your not accepted
