Both me and my friend got level 5 for maths and we got level 4 for English and Science. We both were in the top set for all subjects. The maths we were taught was for the year above and it continued like that. We were taught GCSE maths early so had more study time by time we were 16 and ready to take the exam. This was just our school and may be different for you.
When we sat the exams again, I had level 6 in all subjects and my friend had level 6 in English and Maths but level 5 in Science. She was moved down a class for science.

If you mean ks2 (year 6) then level 5 is very likely to be the top set. For ks3 (up to year nine) i am unsure
