Total immersion. Stop living in Mexico, stop talking to people who don’t speak English, move in with a family who speaks only English, and go to a school where only English is spoken.

To learn a new language you just have to speak it as much as possible. When you say that you are learning, I am thinking that you are taking it in school. Watch American TV (in English). Find some friends that want to speak English too and just speak English when you are together.
