Gramatically, “What do you call it when you don’t have the ability to speak like Helen Keller?” Would be “Normal.” However if the sentence was, “What do you call it when you don’t have the ability to speak, like Helen Keller?” the answer would be, “Mute.”

Oh what a difference a comma can make.

In your sentence there is no pause. So the question is actually saying, “What do you call it when you don’t have the ability to speak like Helen Keller? Instead you speak like everyone else. (Helen Keller could only make noises, like grunting and such)” Also I suspect you meant to put the comma in there as a pause. I know the difference is being picky. But the English language is a very picky mistress.

Also Mute is an old term. The term used today is “Speach impared” or “Verbally Challenged”.

I think the word you’re after is mute.

mute –

1. silent; refraining from speech or utterance.

2. not emitting or having sound of any kind.

3. incapable of speech.

Helen Keller was deaf and blind she was not mute.
