This is the evil chortle. It is usually performed by the villain accompanied by a waggle of eyebrows and twirling of mustache when putting a good one over on the hero.

It can be used to indicate nefarious plans in the making.

I believe it was used often by Dr. Evil in the Austin Powers movie.

It’s suppose to be a scary laugh, one that is good-hearted on YA but meant to show a bit of show-it-off scary-stuff. You can use it any time you answer a question that you thought was a bit silly in the first place, like this… only I spell it differently, ’cause I’m a bit of a show-off scary– bbwwwuuaahahahahaha!
