It really depends on the organizational structure of your college. At many places, there will be a provost who is above the Dean. Certainly the president of the college/chancellor of the campus will be, and then there will be a Board of Trustees or Board of Regents above him/her. If you have a professor you feel you can trust, that is probably the best person to talk to in order to get advice about the proper procedures for your school.
