There is no best. It depends on what is best for you–your interests, IQ, etc, the college, and other factors.

It depends on where you live. I am assuming that you live in America and in that case MBA is by far better. In the field of engineering you can get a good job with a 4 year degree anyway and a masters degree will not add much more to your income. The field is very unique and there are not many jobs out there that actually require an engineering management degree. You can become a city manager and so can someone with a degree in urban planning. On the other hand a degree in MBA almost always guarantees a higher income after the extra two years of studying and there is lots of jobs for it. I(f you live in middle east MBA has very little use). I also have to tell you that based on my experience you should go for what you really love to do and not base decisions on money only.
