Building is a problem, very expensive. Depending on where you are, you could contact the local town and see if they have any empty buildings – better to have it occupied than leave it to fall apart.
Why has the university not rebuilt it? What did they do with the insurance money – and it must be insured if it is used for public or educational use. I would also question how the university can charge fees for things not provided. Can you sue them for breach of contract? Also contact the examining body and make them aware of the deplorable conditions (helps to embarrass the university into doing something).
Begging letters to the local hospital, pointing out that you provide them with staff, so it would be a good investment.
Begging letters to book publishers, outlining what the university has lost.
Start a letter writing campaign to the profession, asking for help and in finding out why things have been left undone for so long. Your fees are supposed to cover books and library and building maintenance, not just a lecture every now and then.
