If I had to choose another college, Hertford would probably be my 7th or 8th choice. Choosing a college is quite a personal decision. Although there are somethings you can find out about such as accommodation, the size of the college, etc I think a lot of people just get a good feeling about the college when they visit it on an open day or talk to some of the undergrads. In many cases the choice doesn’t really matter as most just end up appreciating their own college (even if they did not choose it initially).
In terms of teaching, I don’t really think that matters much when choosing a college.
