if a university has open admissions . what does that mean?
i was thinking of applying to harris-stowe state University.

open admissions is for all students who dont go to that school.

what open admissions probably means is that the school has very few requirements to enter. normally, if you have graduated high school and are not dead, then you can get in.
no SAT or ACT or minimum GPA. Just a high school diploma and you are set.
what is normal for many schools with open admissions is that entrance is easy, but the drop out rates naturally tend to be high.

open admissions mean as long as you have a high school diploma, GED, or equivilent, then you will be admitted to the school. You may need a min GPA of 2.0, but that would be the highest you need. Goodluck
