i want to get into usc?
and im aiming for atleast a 70 on my SAT test

1) direct from High school
2) transfer from a community college or another university
The transfer option may be a better option. USC accepts more transfer students than any other 4-year university in southern California.
USC is a private university, so tuitions can be very high in contrast to other schools. Transferring from a Community College (CC) is a viable option. Costs are lower for the same general ed course which comprise the bulk of the courses you would have to take the first 2 years any way.
Some CCs have arrangements with USC to make it easier for students to transfer from that particular CC. Essentially, the CC has coordinated specific classes for transfer with the consent of USC.
Believe it or not, a 4.0 is not absolutely necessary to get into USC. But obviously the closer you are to a 4.0 the better…along with other factors (which you seem to know about already) they consider on your application.
If money is a problem, let USC figure something out. First and foremost, you need to get accepted. And if your GPA is 3.5 or higher, the financial aid folks at USC are definitely interested in you. The professionals seek out funding for you and can put together a package of scholarships, grants, and loans to help cover the costs of tuition and books at USC….the secret is the money doesn’t go directly to you…it goes to USC but into an account for you. USC cannot get this money without using your “body” which is enrolled in their school. Remember, it is a private school, and money helps keep the wheels turning and the lights on all across the campus. [Note: Please do not take this as a negative criticism of USC…rather it is a statement of fact based on financial reality in our society.]
