Do any low-residency PhD programs in English or Rhetoric & Composition exist?
I have a student who is curious to know, and I honestly don’t know. I know there are plenty of low-residency programs that offer MFA’s.

Texas Tech University and Old Dominion University both offer low-residency PhD programs in Technical Communication and Rhetoric. If a summer-only program fits your friend’s schedule, he/she might look into Indiana University Pennsylvania’s PhD in English and American Literature. Union Institute’s PhD in Interdisciplinary Arts & Sciences could probably be tailored to a concentration in English Literature.
