you know it depends that in which field of study he has gotten physics phd aPHD for nuclear or solid matter or atomic physics has enough specialty for enggenering in mechanics, computer.electronics ,of course! but a PHD in theorical or mathematical physics cannot and need more training

Probably not, but it depends on the branch of physics and the branch of engineering. A person who did a PhD in applied optics might be able to do the job of an optical engineer, for example, but someone who did a PhD in particle physics definitely couldn’t do any engineering job with no additional training.
