American universities provide very little scholarship funding for Masters study, they generally reserve funding for research degrees like the phd or for really amazing students. A 2.4 GPA is not very competitive for American graduate programs. However, if you are from a developing country and have a really high GRE score, they may offer you funding. Most American graduate students pay for their masters out of pocket or by taking out a lot of student loans. Your best bet will be to look at independent organizations that offer specific scholarships, they will be more likely to look at you as an individual and whether you are a good candidate to represent their organization.
