What you do, assuming the denominators are (4k+1) and (8-2k), is cross multiply: 3(8-2k) = 3(4k+1)

24 – 6k = 12k + 3

Fractions are cleared (gone).

Whenever you clear fractions, you simply multiply every term by the common denominator. In your example it is not clear what the denominators are.
