Actually, it means to shoot with the gun nozzle submerged in the water. Not shooting directly at the fish though. The reason that it conveys “easy” so well is because the pressure from the explosion (gun shot) kills everything in the barrel without shooting anything directly. That is why if somebody refers to something as “like shooting fish in a barrel” that they are referring to an almost effortless task.

I always thought it meant easy
as in if the fish are restricted to the small area of the barrel then its easy to shoot them
