You are right…putting a ? at the end of a statement does not make it a question. The reason is obvious…they are not asking a question they are stating a position.

They’re not asking questions; they’re standing on their soap box and proclaming to the world how smart they are. They’re looking for other people with the same opinions, so they can all band together and tell each other they’re right.

-It may be because this facilitates their usage of the language ,form as a sort of brain storming,getting more and varied answers.when you donot reach limited solutions,by this way you open the feild for more search for the best information you can rely on.when I have a problem,the first thing comes to my mind is to forward my questions to any body ould answer .It may also to attract the attention of the users and raise their corousity to read more and more.
