this is the whole quote “Do not bow your heads, do not know your place, defy the gods. You will be ashamed how many of them turn out to have feet of clay. Be guided, if possible, by your better natures.”

I think it has something to do with how the gods that people have worshipped are just statues and have no power. So it’s saying not to bow to them and feel inferior to them, becuase they are just clay. Instead, if you can, live by your own morals and good judgement.
that’s just what i think it means though. : )
