The word “country” refers to a geographical area with well-defined boundaries. The word “state” refers more to the government of a country. (Not to be confused with the notion of a state, as in the United States. But even in America, a state is an area of the country with its own government.)

There is another related term, “nation”, which has more emotional connotations, a feeling of belonging, a common history, a shared language, race, or ethnic group. Perhaps that is why Americans pledge allegiance to “one nation under God”, not one state or one country.
