This poem illustrates Cummings’ poetic picture-painting. It has no specific “meaning” but is rather a “tone poem” of sights, sounds and feelings. It seems to be written from a child’s perspective, although he was undoubtedly an adult when he wrote it.

Cummings is also famous for bringing in one peculiar discordant note, i.e. the “goat-footed” adjective. We are left to ponder why a child notices the seemingly discordant observation of a handicap.

Ultimately, we can also see that it is the author describing his peculiar viewpoints.

Everything else is just word-play with pictures and feelings.

Some people believe that e.e. cummings was an obsessive sexual pervert, and that it showed in his poetry. If you re-read the poem from that perspective, you might find a different interpretation.

Its spring and everyone is happy. When the balloon man whistles the kids come running from their play. (ice cream man here) They don’t care what he looks like they are just mindlessly happy. Its spring and the world is happy.

I don’t know really. I think I write better crap than that.

I think it means that hallucinogenic drugs were prevelant way before the sixties (these guys did drink absynthe for it’s mind altering qualities) and the E.E. was on a “trip” and had a pen in his hand at the same time.

It means that the balloonMan enjoys spring because it is a happy time of the year for him. You know…. children usually go out in the parks in spring and it causes him more profit
