C. “having risen” does not modify the hikers, but rather the river. The sentence should read, “Having risen because of the rains, the river could not be crossed by the hikers.”

The error, of course, is that it is the river, and not the hikers, that rose. So the entire composition is incorrect. A and D are not errors, and the other two do not apply.
