To blow smoke up someone’s *** means to give them an insincere compliment.
In response to one he is saying that he if he wanted that done (literally) we would just light up and blow the smoke through the hose and into his ***.
It actually makes total sense in English if you know what the phrase means so don’t listen to people who tell you otherwise, they just don’t understand it! =)
He (whoever said that) was making a joke.

It means they do not want someone telling them a bunch of bull. It means that could be done easier by “doing what that said.”
