Depends where you are and who you’re talking to. In England, they are those things you wheel about at the supermarket and put your food in (like carts in the US). They can also be things that trains pull behind them (as in Thomas the Tank Engine). In parts of Europe, trolleys are some kind of street cars (like trams). I think it’s also something like that in San Francisco.
So, as usual, it’s all about context.
