A rule which represents the letter of the law, but not the spirit of the law or is overly bureaucratic. Eg the criminal got off on a technicality because a form wasnt dated correctly etc.

It refers to a nit-picky little “rule” that is usually bureaucratic in nature and often flies in the face of common sense but can have a drastic effect on something. For example, you could have a murderer whom you know committed the crime because he confessed to it, you have witnesses who saw it, and you found all kinds of evidence to show that he did it. But if the cops don’t read the guy his rights before he admits to it, the confession can be rendered inadmissible in court. If that happened, you could say that the confession was tossed on a technicality.
