They are both hip-hop terms.
“Hyphy” is a musical genre – a style of hip-hop that’s popular in, and originated from, the Bay Area of California.

“Locz” is another spelling of the the word “locs”, which are very dark sunglasses, as worn by Compton gangsters, and made popular by rapper Eazy-E.
