“He doesn’t feel like my boyfriend” usually means that it doesn’t feel (to you) like he is your boyfriend.

However, as you rightly suggest, it could mean that he doesn’t feel like he is your boyfriend, in which case you would be reporting what he had told you about how he feels. In this case, you can preface the sentence with “he said” or “he told me”.

it means it doesnt seem like the relationship is even there. either its sexual, a matter of responsibilities, or a matter of fulfilling desires, he thinks that you don’t mean “significant other” to eachother.
