It’s a shortened version of “semper fidelis”.

Semper meaning “always”

and “fidelis”, a form of the adverb “faithful”–same root as fidelity, Fido the faithful canine, bona fides, etc.

“Semper fideles”–it’s a motto of the U.S. Marine Corps.

People just got lazy, as usual in the US, and shortened the phrase.

yes semper is the latin route “always”, like the US coast gaurds being “Semper Paratus” meaning always prepared, or the US navy’s “Semper Fortis” meaning always strong/ standing fast…
