Suppose it rains a lot in India every year – that becomes a fact; Now suppose it does not rain at all this year – then the sentence composed would be ” India suffered a severe drought this year despite of the fact that India enjoys heavy rains yearly.

‘Despire of the fact’ is usually reference in debate or argument, often reflecting on pass debacles.
