This is from a newsstory. Is there something wrong with paragraph?

The company received a threat at a reservation office, and planes in all four locations were grounded until Transport Canada gives the all-clear.

It does sound awkward, but it’s grammatically correct if the threat has not been resolved, and if Transport Canada has not yet given the all-clear.

Yes. Aside from a lack of flow, you have two different tenses. “Received” is past tense, “gives” is present tense. Pick one tense and stick with it, in context. (“Gives” should probably be “gave”.)
