It’s a shortened version of “semper fidelis”.
Semper meaning “always”
and “fidelis”, a form of the adverb “faithful”–same root as fidelity, Fido the faithful canine, bona fides, etc.
“Semper fideles”–it’s a motto of the U.S. Marine Corps.
People just got lazy, as usual in the US, and shortened the phrase.
