Simply it means, it is harder to write maybe because the writer doesn’t know what to write.

Harder not to means that he finds it hard not to write even if he has nothing to write about.

His desire to write is stronger even if he finds nothing to write about.

excuse me, but there is a double comparison here with no object/s of comparison. did you mean “it is Hard to write but HARDER not to?”

if yes, then that phrase means that to put your thoughts in words may be difficult, but to keep those thoughts to yourself is worse. or to share with someone your thoughts is harder especially when it’s some very personal problems.
