I’ve never heard this phrase, so this is just a best-guess. It might apply to something that most people would see as a boring task but which you would enjoy. Making sure every horse in the stable got plenty of exercise might be more fun than trouble for a girl who loves to ride but doesn’t have a horse.

I have heard of the opposite more trouble than fun but not your version. I would guess it means that it will get you into trouble but it was loads of fun doing it!!

The saying I’ve heard is “More trouble than fun.”

Meaning there maybe some enjoyment involved (in whatever it is) but it’s not worth the aggravation.

you break the rule. knowing you are going to get in trouble, but weighing everything you decide it’s worth the trouble you’re going to get into.

two examples:

1. you have homework, and a game you really don’t want to miss. you know the teacher will punish you, but he/she is a big fan of the team, so he/she will, probably, let you do extra work, at another time, to make it up. you go to the game.

2. you’re deadline is 10pm, but you’re in the middle of something and get home at 11pm. you know it will cost you restriction (no phone/TV/games) for a week, you decide it’s worth it and go for it.
