It is difficult to say, without seeing the example. In formal writing I’d try to use them sparingly.

Yes. If you begin every sentence with first, second third, therefore, thus, finally, in conclusion….
You also have to have sentence variety. Transition words are only part of continuity and design. Sentences should fit together logically.
