Is it okay or correct to use the phrase “if ever”?
For example if you say, “if ever you’re gonna go to the store, get me a beer”. Someone told me it was a phrase never used by americans. Is it incorrect though?

In that context it does sound awkward. When used like this:
We don’t know when this ridiculous war will be over, if ever.
That is the more accepted use. The grammar is just awkward the first way, but technically not incorrect.

“If ever there was a man who deserved what he got, it was Saddam Hussein.”
This is the only way I can see this phrase being used in common speech.

Depends on the context you use it in…. but it’s not wrong so to speak
