Only the first is used, because the verb, IS, refers to the rent, a singular thing, not to the sixty dollars, which are plural.
In this sentence you are speaking of the rent, again, a single thing, and so the verb must be singular… it has to be IS. The sixty dollars may be the pinch but the subject hiding in this sentence is “rent,” which is much more the important topic.
Agreed?

the sentence using is is correct because it means sixty dollars as a group of something while the sentence using are is correct because you could be meaning sixty individual dollars.

Sixty dollars can be considered one amount, but it can also be considered sixty individual items.
I personally believe the first sentence is more acceptable
Hope this helps 🙂

When you use ‘is” it means singular (one)
when you use “are” it means pleural (more than one)
The dollar amount in the first sentence is singular (one amount of $65.00)
The dollar amount in the second sentence is pleural (they are each individual dollars making them more than one)
The first sentence is correct. The second incorrect.
