“It’s” is not the proper spelling. If you’re going to use that phrase use “Its decor was sparse and bland.” I also might would use The decor was bland and sparse.

Sounds OK to me. The use of the apostrophe is correct since you are using the possessive. On the assumption that you refer to a room then the decor would ‘belong’ to the room.
