Using “water” to refer to the mark (ring, mark, smear, etc.) is scientifically accurate, regardless of the contents of the glass. Water vapor is in the air, not whiskey vapor (sadly,) so when the warm air meets the cold glass, the water in the air condenses, runs to the bottom of the glass (gravity,) and leaves a ring that – depending on the surface – can be a permanent mark.

Condensation ring, it is NOT a water ring because the glass does NOT have to have water in it for the ring to form!
