Perhaps the ultimate studies in management and delegation of duties can be found in things related to the military command structure….ok, don’t get turned off too quick…I am not necessarily pro- or anti-military….

Just consider this….in a war, effective command, control, and communication is absolutely necessary…and all the theory about management and delegation of authority are put to the ultimate test.

From the military context, it isn’t a very far stretch to adapt the lessons learned to Public Personnel Management and Public Administration in General.

For starters, try:

Chap 1 of Sun Tsu sets a foundation: http://www.kimsoft.com/polwar1.htm

Also, try Patton’s Principles http://www.digitalsurvivors.com/archives/000663.php

To show you how “universal” some of these principles can be look how some “ancient” principles were applied to the subject of biometric National ID cards (something directly applicable to Public Personnel Management)

www.stc.arts.chula.ac.th/cyberethics/papers/Krisna-Smart%20ID-buddhist.doc –

skip to page 5 and note how the different aspects of jurisdiction are allocated/relegated/delegated accoring the Buddhist principles and doctrine. And in particular, on page 7, about interconnections for sustainability…a necessary interplay of the various units of the system. Proper delegation of duties can be vital to assuring the system will function properly.

Working in the modern governmental system requires an inclusive, multi-cultural awareness. So this approach could be rather different than what most others may take.

Hope this helps…good luck and best wishes in your studies.
