Power system instability occurs when the damping for a mode becomes zero or negative. It is necessary to maintain a margin of positive damping for security against oscillatory instability. The generation in the power system contributes either positively or negatively to the damping of power system oscillations. It is standard practice in many utilities to define the bounds of acceptable damping.
Typically there are contractual obligations on generators for the control of stability and the provision of a defined response. The potential for instability can restrict generator power output or flexibility for auxiliary services such as fast frequency response or the capability to operate at leading power factor.
