If you are a graduate student it tells the school if you are prepared to be a teaching assistant to give lectures or not. If you score poorly you will end up being a grader or a lab guy.
You will also have to probably take a speak test and take classes in conversation.

The scores are used to interpret how well a non English speaking person will function in an English speaking society. The higher the score the better. Although, there is no specific passing or failing score for the TOEFL -Test of English as a Foreign Language – each college/university etc. decides what scores or ranges of scores it accepts. Requirements will vary based on info that may include; the field of study, the level of study (graduate or undergraduate), whether one will be a teaching assistant, whether the institution offers special courses in English as a foreign or second language etc. The total scoring range is from 310 to 677. Anyway it was last year. And the scores are good for two years.

Test of English as a Foreign Language. American colleges often require a certain proficiency in English from its foreign students, so they will specify you have taken the TOEFL test and passed with a certain score as a requirement for admission.
