Universities allow this because it creates a sense of continuity and community that they like. It builds their loyalty from their alumni. A big part of this is that it motivates financial donations from wealthy alumni, but there is more to it than that. It makes that college’s degree more valuable to the people who go there in other ways.

The cons are more obvious. People who are unqualified are taking spots away from the more qualified. It’s also racially discriminatory, since if you go back a generation or two, most of the top colleges were almost entirely white. This is becoming less of a problem, but it still has a strong effect on Asian-American applicants, who are often more academically qualified than other ethnic groups, but less likely to have parents who did their degrees in the United States.

To figure out all the pros and cons you’ll need to establish a perspective first. Do you mean pros and cons for the university or for the student or for education in general? I think there’s little worse for American higher education than legacy applicants being accepted because of their legacy. It’s designed to motivate greater donations from families at the cost of the school’s academic quality.
