What you want to do is an “intercampus transfer” which has the same process as regular transfer from community colleges. See http://www.admissions.ucla.edu/prospect/Adm_tr/ict.htm for more information. Work closely with your academic advisor at UCSC and stay in touch with UCLA admissions office (310-825-3101, Monday-Friday, 1 p.m. to 4 p.m.) to ensure a successful transfer.

It would be possible, but your chances are slim to none. UCLA prefers transfer students from community colleges or CSUs over students from other UCs. If you do want to transfer, do so early on. That is apply no later than November of your sophomore year. Go to www.ucla.edu for further information. Good luck.

UCLA is a hard university to get into so your chances are very slim
