If you have a qualified Bachelor’s degree, by all means go through the application process. As long as you can prove you’ve done a full curriculum (that is the program you were in was accredited), you’ve got no problem. You’ll need to take the GRE (graduate record exam) as part of the Master’s application process, and if you’re a foreign non-native English speaker, you’ll need to submit the Toefl report. Typically you will also be required to provide letters of recommendation from other professors you’ve worked with, a letter of intent, as well as all of your university transcripts. If you send an email to any admissions department at any American university, they will send you an admissions packet which includes the process they require you to go through to apply to that school.

It’s fine. They really mean that they want a bachelor’s degree. Most British-based university systems have 3 year bachelor’s degrees, and American universities do not want to rule out accepting any of these students. The American system is much less rigid than in other countries, because so many universities are private, and the public ones are run by the individual states, rather than the national government, so there are no web links with national graduate admissions policies, because there aren’t any. Schools can admit anyone who they feel is qualified, and if your grades are good and your university is reputable, the fact that it’s a three year degree is not a problem at all.

If you are able to show proof of completion of a bachelor’s degree or foreign equivalent, most graduate programs won’t care that you didn’t have 16 years of education. Many people skip a grade. Your BSC should be sufficient.
