How do I find out what colleges offer what courses and how good they are?
I really want to know about the German program at University of Cincinnati and how it compares to that of University of Kentucky.
And do colleges ever offer linguistics courses?

Yes. My college offers several foreign language majors, and a linguistics major.
You can always check the site of the school, they usually list major requirements, and from there you can get info on whether or not they have the classes you want. If in doubt, you can call and see if they’ll send you a course catalog, which is a big book of every major offered and the classes required for it (along with a description of each). You might have to pay though.

The best way is to try their website. If you do not know the website, try searching for the university on google. That generally helps you find a link to the website that you need.

check out the school’s website, particularly the department’s page. they should provide information on the courses needed to pursue a degree. if you have anymore questions, contact the department chair and arrange a meeting with them. most are more than willing to meet with you if it means a prospective student.
