A university can admit anyone they chose, if you can prove that you qualify. To get past the admissions board you need some pretty hefty power or a high school diploma and test scores that prove you can handle the work.
What most people don’t realize is that High Schools are required by the state to graduate people. They have to make it as easy as possible, while still meeting minimum standards, to graduate people. Even if that means “little Johnny” can’t read.
Colleges are required to prepare people for the real worlds of business and engineering. They not only flunk out people, but they plan on flunking out a certain percentage. This proves that they have high standards and gets rid of the students who would be wasting the university’s time. The higher a university’s standards the more funding it can get and the more prestigious a degree from them will be. With this in mind most universities have specific core courses that are designed to be tough so they can flunk out the maximum number of students. At Texas A&M it was Chemistry and Calculus. When the head of the Chemistry department tried to make his course easier he was fired. The risk to A&M’s reputation was too much for them to allow him to continue to teach.
High School is designed to get graduates.
College is designed to prepare people for the hard and difficult real world and to flunk out those that can’t make the grade.
Without a high school degree most colleges won’t even look at the possible student. They need a track record to prove that they are worth the risk of allowing them to attend and to face the competition for the few open slots. I have heard of a program where a person without a high school degree can be admitted, but those programs are not meant for most Americans. They are designed for those who don’t have easy access to a high school program, yet still manage to educate themselves to a high enough standard.
