Many state universities will offer either religious studies, or comparative religions, or something on that line. You can sometimes get quite specific, like the Judaic Studies program at UMass Amherst. Or broader, like the Religious Studies program at Indiana U.

Public universities that I know offer religious studies as a major include Drew University (NJ), Florida State, Missouri State, San Diego State (CA), U Hawaii Manoa, U Missouri, and Western Michigan. I don’t know if you’re in state for any of these schools, but if you are, you’re in luck. Also check with your own state universities so see if they offer this major, or something similar.

Alot of state colleges should have religious studies degrees, but theology degrees are usually going to be limited to religious schools (thus, private). you should clarify what state you are in, because going out of state can be almost as expensive as a private school.
