Well, Z is used for Bibliography, as a sort of index, right? So perhaps Library of Congress librarians managed to categorize all volumes in the national collection without resorting to the final three letters W, X, and Y. They are simply unneeded.

The main reason is:

The Library of Congress (LC) Classification System combines letters of the alphabet and Arabic numerals. The letters I, O, W, X, and Y are not being used right now because they are reserved for further expansion of the classification system.
