Many people have said it.

I have seen it attributed to Ayn Rand, but I highly doubt that she is the first to say it in the 100’s of years of English language.

As others have stated: In the Bible, Genesis 4:9, after murdering his brother Able and being queried by the Lord, Cain said “Am I my brother’s keeper?” (King James Version)

Am I my brothers keeper, if that is what you are referring to is a biblical phrase in the Bible dealing with Cain and Abel. When Cain slew his brother and God asked him where is Abel your brother, and Cain replied Am I my brothers keeper?

Adam’s son Cain is the author of this phrase. He says it when God asks him where his brother Abel is. Cain, who has just killed Abel, but doesn’t want to admit it, replies; “I am not my brother’s keeper.”
