For number two the answer is “Hickey’s Bengal Gazette or the Calcutta General Advertiser”…That was the first newspaper produced on the Indian sub-continent (and the first English language newspaper ever) produced in 1779.

If the first three lines are a separate riddle, I believe the answer is the king of diamonds, which is the only one-eyed king in a deck of cards and is traditionally credited with representing Julius Caesar. That would explain the references to “emperor”, “crown”, “diamonds”, and “half-sighted”.
