I said 1899, but my friend says 1895. Who is right?

I have no idea where your friend came up with 1895…
The last year in “the 1800s” was 1899. The last year in “the nineteenth century,” however, was 1900.
This is because there was no “zero year.” The first year in the first century was 1 AD, and the last year in the first century was 100 AD. The first year in the second century was 101 AD, and the last year in the second century was 200 AD. And so on and so forth.

I think it was 1899, why would it end in 1895? It would have to end in the year 99 wouldn’t it? But the 18th century ended in 1799, right?

1899 sounds about right. Ask your friend when the 1990s ended. If he or she says 1995, hit them with a perpetual calendar.
